People Meeting
Attend the Community Visioning Retreat, visit a Neighborhood Open House, complete a comment sheet at the Tyler 21 display sites, participate in workshops for special area plans like Downtown or the North End, send comments through this website, attend Working Group meetings, participate in presentations and discussions of the draft plan, watch presentations to city boards on television….  Because everybody has multiple demands on their time, the Tyler 21 process offers many different ways for Tylerites to participate in creating the city’s new comprehensive plan.

THERE ARE MANY AVENUES FOR COMMUNITY PARTICIPATION
The Tyler 21 Comprehensive Plan is organized
around community participation in the planning process:

Public Opinion Survey
A public opinion survey of a sample of Tyler residents will occur during April-May 2006.  Results of the survey will be announced at the Community Visioning Retreat on June 10, 2006.  After the Visioning Retreat, the results can be viewed by clicking here:  Plan Documents.

Community Visioning Retreat – June 10, 2006  
Create a new vision for Tyler on Saturday, June 10, 2006, from 9 am to 3 pm on the UT-Tyler campus (more details coming soon). Through maps, charts, illustrations, and future scenarios, participants will learn about trends in Tyler today and potential futures for Tyler tomorrow.  Then, working with maps and markers in small groups assisted by facilitators, participants will develop the elements of their vision for Tyler’s future and identify priority goals.  They will evaluate the future scenarios to identify which scenario or scenario elements are most compatible with the vision and goals developed earlier.  Morning refreshments, lunch, child care and children’s activities will be provided.  Click here for more information on the event:  Schedule.

Neighborhood Visioning Open Houses – June 2006
The results of the Community Visioning Retreat in the form of a draft vision, goals and preferred future scenario will be brought to 5 Neighborhood Open Houses in different parts of the city one to two weeks after the Visioning Retreat. The Open Houses will be evening drop-in events where residents can view exhibits from the Visioning Retreat, review the draft vision, goals and preferred scenario, ask questions and provide comments to members of the consultant team and city staff.  Both city staff and the consultant team will be present at each Open House.  For locations, dates and times, click here:  Schedule.

Tyler 21 Display Sites – June 2006 and ongoing
Boards, handouts and other materials will be displayed in community meeting places at intervals during the planning process to inform residents about the progress of Tyler 21 and to solicit comments through comment sheets.  The first displays will be set up in late June 2006 and will show the draft vision, goals, and preferred scenario.  Handouts and a comment box will be at each display site.  Later in the planning process, exhibits on other plan elements will be displayed for comment.  For locations, dates and times, click here:  Schedule.

Special Area Plan Charrettes and Workshops
The Tyler 21 Comprehensive Plan will include special area plans for Downtown, the North End and other areas.  As part of the planning process, some of these special area plans will include design charrettes, or workshops, where members of the public will be invited to participate in developing goals and design objectives for these areas.  To find out more about the locations, dates and times of these charrettes and workshops, click here:  Schedule.

Tyler 21 Working Group Meetings
Working Groups made up of knowledgeable residents, city staff and others and appointed by the Mayor will work with the consultant team on each of the plan elements.  These meetings are open to the public.  For locations, dates and times, click here:  Schedule.

Tyler 21 Steering Committee Meetings
Appointed by Mayor Seeber, 15 Tyler residents, the 6 City Councilors, and State Senator Kevin Eltife make up the Tyler 21 Steering Committee.  The 15 residents are Dan Arguijo, Mike Butler, Nelson Clyde IV, Bob Garrett, Reginald Garrett, Randy Grooms, Hector Guevara, Charles Halstead, JoAnn Hampton, Gaylord Hughey, Nancy Lamar, Robert Peltier, Sandy Shepard, Lonny Uzzell, and Walter Wilhelmi.  The role of the Steering Committee is to guide the planning process, serve as a sounding board, and review plan products and documents.  The Steering Committee meets approximately once a month and its meetings are open to the public.  For meeting dates and times, click here:  Schedule.
